OFFICIAL PROCEEDINGS CITY OF GRAND ISLAND, NEBRASKA MINUTES OF CITY COUNCIL REGULAR MEETING March 9, 2021 Pursuant to due call and notice thereof, a Regular Meeting of the City Council of the City of Grand Island, Nebraska was conducted in the Council Chambers of City Hall, 100 East First Street, on March 9, 2021. Notice of the meeting was given in The Grand Island Independent on March 3, 2021. Mayor Steele called the meeting to order at 7:00 p.m. The following City Council members were present: Fitzke, Stelk, Guzinski, Nickerson, Haase, Minton, Scott, Mendoza and Paulick. Councilmember Conley was absent. The following City Officials were present: City Administrator Janulewicz, City Clerk Edwards, Finance Director Brown, Interim City Attorney Nonhof and Public Works Director Collins. PRESENTATION: Budget Review. Finance Director Brown reported that the sales tax receipts for the General Fund for fiscal year 2021 were down 2.5% as compared to FY 2020. However they were higher than 2018-2019 FY year. Reviewed were Property Tax revenue, Licenses & Permits, Motor vehicle sales tax revenue, Franchise fees, Revenue Less Expenses and Capital Projects. During budget meetings they would be talking about FTE's. Discussion was held regarding the Metropolitan Statistical Area (MSA) to increase the size to 100,000 people instead of 50,000. Cares Act was mentioned with a discussion to be brought forward for property tax relief. PUBLIC HEARINGS: Public Hearing on Acquisition of Drainage/Utility Easements in Section 12, Township 11 N, Range 10- 3812 West 13th Street (Blender, LLC) and Millennial Estates- 1449 Stonewood Avenue & 1435 Stonewood Avenue (Starostka Group Unlimited, Inc.). Staff recommended approval. No public testimony was heard. Public Hearing on Dedication of Right-of-Way for North Road- US Highway 30 to Old Potash Highway Roadway Improvements; Project No. 2019-P-12. Staff recommended approval. No public testimony was heard. Public Hearing on Acquisition of Public Right-of-Way for North Road- 13th Street to Highway 2 Roadway Improvements; Project No. 2019-P-5 (Nagel- 1905 N North Road). Staff recommended approval. No public testimony was heard.
