PUBLIC NOTICE Nebraska Department of Environment and Energy Air Quality Program Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Green Plains Wood River LLC (FID 86000) for construction of a new protein co-product line at an existing ethanol production facility (Standard Industrial Classification code 2869 - Industrial Organic Chemicals) located at 7874 S. 140th Road, Wood River, Hall County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction of this facility will be: -46.61 tpy of Particulate Matter (PM); -12.75 tpy of PM < 10 microns (PM10); 5.22 tpy PM < 2.5 microns (PM2.5); -0.14 tpy Sulfur Dioxide; -3.51 tpy Oxides of Nitrogen; -3.71 tpy Carbon Monoxide; 119.54 tpy Volatile Organic Compounds; -0.41 tpy of Acetaldehyde; 2.63 tpy total Hazardous Air Pollutants (HAP). Hall County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species. The Department proposes to issue a construction permit with specific conditions, based on Title 129, which permits the construction of emission units associated with the new protein co-product line, and other support units; requires the use of control equipment to keep facility emissions below Prevention of Significant Deterioration thresholds. The proposed permit and supporting materials are available May 20, 2021 through June 21, 2021, at the NDEE, 245 Fallbrook Blvd., Lincoln, Nebraska, and electronically at Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position.
